0a21748b0c Change all uses of CONN_MAX_AGE to 0 
Database connection when using gunicorn microthreads
are not shared by the microthreads and can exhaust the
number of open connections available.

f55979b1a6 As many RUN squashed as possible. 
Image size down to 1.15GB, 14 layers.
Files and scripts move to a docker root fs instead of copied.
Debian slim 9.8.
Updated to Docker best practices.
